This article gives a short history of JPL before announcing that JPL could have beat Sputnik. Reportedly, Froelich, who was satellite director at the time, called the sense of urgency that followed Sputnik's launch "Project Deal." because, as quoted in the article, "When a big pot is won, the winner sits around and cracks bad jokes and the loser cries 'Deal!' "
